48 HOURS on CBS. I actually missed this episode that was reported on by Harold Dow (2004). I found it at the "Archive" website.
The episode covers 2 Seattle cold cases. The first is "Who Killed the Rock Star?" which is the murder of a grunge singer Mia Zapata back in 1993. Her case was also the focus of an "Unsolved Mysteries" episode in the 1990's.
The second case is the murder of a teen girl who was a 7th grader.
DNA evidence plays a role in the both cases 10 and 20 years after the deaths.
